资本下乡推动农村集体经济再造研究——基于甘肃金塔县H村的经验分析

摘　　要：产业振兴是乡村振兴的重中之重,农村集体经济是推动产业振兴的重要抓手,但由于农村生产要素和高技能人才缺乏,集体经济发展陷入困境,资本下乡为农村集体经济的发展提供了新的机遇和动力。笔者通过文献研究和实地调查,梳理总结甘肃金塔县H村借力资本下乡发展壮大集体经济路径,H村在资本下乡推动下通过打造村企合作经营格局、提升集体经济产业层次、转变集体经济管理模式、搭建村企合作文化平台等方式激活生产要素,推动H村集体经济实现再造,并从产权制度、组织架构、多元主体经营等方面总结资本下乡推动集体经济再造的经验,以期为相关政策制定提供现实依据。Industrial revitalization is the top priority of rural revitalization,and the rural collective economy is an important driver for promoting industrial revitalization.However,due to the lack of rural production factors and high-skilled talents,the development of the collective economy has faced difficulties.The inflow of capital to the countryside provides new opportunities and momentum for the development of the rural collective economy.Through literature research and field investigation,the authors summarized the path of H Village in Jinta County of Gansu Province,leveraging capital inflow to develop and strengthen its collective economy.Driven by capital inflow,H Village had activated production factors by establishing a village-enterprise cooperative management structure,enhancing the industrial level of the collective economy,transforming the management model of the collective economy,and building a cultural platform for village-enterprise cooperation,thereby promoting the reconstruction of H Village′s collective economy.The article also summarized the experience of capital inflow driving the reconstruction of the collective economy from aspects such as property rights system,organizational structure,and multi-agent management,with the aim of providing practical basis for relevant policy formulation.
