乡村振兴战略背景下省级农业科研机构植物新品种保护现状及对策——以广东省农业科学院为例

摘　　要：种业是解决“三农”问题的重要抓手,种子也被称为农业“芯片”,关系国家粮食安全和农业现代化。植物新品种是种业最核心的资源,植物新品种保护工作为种业创新提供重要的支撑与保障。文章分析了广东省农业科学院当前植物新品种保护工作的总体情况,分析了存在的问题,如专职人员数量不足、新品种保护意识不强、激励机制有待完善等,对比与借鉴省内外其他科研院所和高校的先进经验和做法,提出了强化组织领导、加强政策宣传、深化产学研合作、完善激励机制等加强省级农业科研机构植物新品种保护的对策。The seed industry is an important lever to solve the problems of"agriculture,rural areas,and farmers".Seeds are also known as agricultural"chips",which are related to national food security and agricultural modernization.Plant new varieties are the most core resource of the seed industry,and the protection of plant new varieties provides important support and guarantee for the innovation of the seed industry.This article analyzed the overall situation of plant new variety protection work at Guangdong Academy of Agricultural Sciences,identified existing problems such as insufficient number of full-time personnel,weak awareness of new variety protection,and the need for improved incentive mechanisms.By comparing and drawing on the advanced experiences and practices of other scientific research institutes and universities both within and outside the province,it proposed countermeasures to strengthen the protection of plant new varieties in provincial agricultural scientific research institutions,including strengthening organizational leadership,enhancing policy publicity,deepening industry-academia-research cooperation,and improving incentive mechanisms.
