乡村振兴背景下“百团千员”助农增收服务模式的工作成效——以云南省农业科学院高山经济植物研究所为例

摘　　要：在乡村振兴战略的背景下,云南省农业科学院高山经济植物研究所(以下简称“高山所”)实施了“百团千员”助农增收服务模式,旨在通过科技创新支撑农业发展,解决“三农”问题,推动“一县一业”发展。文章介绍了“百团千员”助农增收行动的宏大蓝图,回顾了高山所在“百团千员”行动中的组织担当与实践求索,从精准对接需求、创新服务模式、驱动协同服务创新等方面梳理了“百团千员”助农增收行动工作取得的成效,分析了“百团千员”助农增收科技服务面临的挑战,提出了优化农业科技服务激励体系、加强地方技术人才培养、强化农业科技服务的多部门联动和激活“云岭农科110”平台效能等提升“百团千员”助农增收服务效能的对策与建议,以进一步激发乡村振兴的新活力,推动农业现代化进程。Under the background of the rural revitalization strategy,the Institute of Alpine Economic Plants of Yunnan Academy of Agricultural Sciences has implemented the"Hundreds of Groups and Thousands of Members"model to assist farmers in increasing their income.This model aims to support agricultural development through technological innovation,address the"three rural issues",and promote the development of"one county,one industry".The article introduced the grand blueprint of the"Hundreds of Groups and Thousands of Members"initiative,reviewed the Institute′s organizational role and practical exploration in the initiative,and summarizeds the achievements of the initiative in terms of precise demand docking,innovative service models,and driving collaborative service innovation.It analyzed the challenges faced by the technological service of the"Hundreds of Groups and Thousands of Members"model in increasing farmers′income and proposed countermeasures and suggestions to enhance the service effectiveness,including optimizing the agricultural technological service incentive system,strengthening the training of local technical talents,reinforcing the multi-departmental linkage of agricultural technological services,and activating the effectiveness of the"Yunling Agricultural Science 110"platform.These measures aim to further stimulate the new vitality of rural revitalization and promote the process of agricultural modernization.
