科研院所破解党建与科研“两张皮”难题的实践与思考——以江苏省农业科学院宿迁农科所为例

摘　　要：当前,科研院所党建工作中存在着一定程度的认知偏差、思维定式以及党建与科研“两张皮”现象,不仅制约党建工作质量提升,也难以实现党建引领下科研工作高质量发展。文章通过分析高质量党建引领科研院所高质量发展的重要意义,剖析了科研院所党建工作中存在的问题,并以江苏省农业科学院宿迁农科所的党建工作具体实践为例,从强化政治引领、夯实组织基础、深化融合发展等方面提出了新形势下破解科研院所党建与科研“两张皮”难题的工作建议,以期为其他科研院所党建工作提供借鉴。Currently,there exists a certain degree of cognitive bias,fixed thinking patterns,and the"two-skin"phenomenon of party building and scientific research in the party building work of scientific research institutions.This not only restricts the improvement of the quality of party building work but also makes it difficult to achieve high-quality development of scientific research under the guidance of party building.By analyzing the significance of high-quality party building leading the high-quality development of scientific research institutions,this article dissected the problems existing in the party building work of scientific research institutions.Taking the specific practice of party building work in Suqian Agricultural Science Research Institut of Jiangsu Academy of Agricultural Sciences as an example,it proposed suggestions for solving the"two-skin"problem of party building and scientific research in scientific research institutions under the new situation from aspects such as strengthening political guidance,consolidating the organizational foundation,and deepening integrated development,with the aim of providing reference for the party building work of other scientific research institutions.
