福清市全民所有自然资源资产清查技术流程研究

摘　　要：为了加强生态文明建设,推进自然资源资产管理体制改革,国家开展全民所有自然资源资产清查试点工作。本文以第二批试点城市福清市为例,在对现有自然资源资产分析的基础上,探讨了全民所有自然资源资产清查的技术路线,对技术路线中的准备工作、空间信息数据整合、实物量属性清查、价值量属性清查、经济价值估算等流程关键点进行阐述以及清查成果展示,实现了对福清市自然资源资产的全面盘点和价值评估,不仅提升了福清市对自然资源资产的管理水平,也为其他城市提供了实施类似清查工作的参考和借鉴。In order to strengthen the construction of ecological civilization and promote the reform of natural resource assets management system,the state carried out the pilot work of inventory of natural resource assets owned by the whole people.Taking Fuqing City,the second batch of pilot cities,as an example,based on the data analysis of natural resource assets,this paper discusses the technical route for the inventory of natural resource assets owned by the whole people,expounds the key points in the preparation work of the technical route,the integration of spatial information and data,the inventory of physical quantity attributes,the inventory of value attributes,and the process of economic value estimation,and displays the inventory results.The comprehensive inventory and value assessment of natural resource assets in Fuqing City is realized,which not only improves the management level of natural resource assets in Fuqing City,but also provides a reference for other cities to implement similar inventory work.
