乡村振兴中农民收入结构与增长探析

摘　　要：生活富裕是乡村振兴战略的根本,增加农民收入是在推进乡村振兴中坚持农民主体地位的重要表现和贯彻新发展理念的应有之义,同时也是构建新发展格局的必然选择。所以,增加农民收入成为推进乡村振兴战略的中心课题。党的十八大以来,农民收入表现出愈加依赖工资性收入的稳定较快增长、农业经营收入的贡献越来越低、财产净收入量少、转移净收入增长空间有限的主要特征。在推进乡村振兴战略过程中,农民面临富农产业带动工资性收入增长的能力较差、较弱的农业生产能力使农业经营收入增长乏力、不完善的土地制度抑制财产净收入增长、低水平的农村社保难以提高转移净收入等诸多收入问题。为此,需大力发展富农乡村产业,持续稳定提高农民的工资性收入;提升重点农产品的生产能力和积极性,提高农民的农业经营收入;深化农村宅基地制度改革,挖掘农民财产净收入的增长点;着力提高农民社会保障水平,增加农民的公共转移净收入。Affluent life is the foundation of the rural revitalization strategy.Increasing farmers income is an important manifestation of adhering to the main role of farmers in promoting rural revitalization and the proper meaning of implementing new development concepts.It is also an inevitable choice to build a new development pattern.Therefore,increasing farmers income become the central issue in promoting the rural revitalization strategy.Since the 18th National Congress of the Communist Party of China,the farmers income has mainly shown the major characteristics that they are increasingly dependent on the stable and rapid growth of wage income,the contribution of agricultural operation income is getting lower and lower,the amount of the net property income is getting smaller,and the space for the growth of net transfer income is limited.In the process of promoting the rural revitalization strategy,farmers face many income problems,such as the poor ability of driving wage income growth through the industry of making farmers rich,the weak agricultural production capacity that makes the growth of agricultural operation income weak,the small amount of net property income,the imperfect land system that inhibits the growth of net property income,and the low level of rural social security that hardly raises the net transfer income.Therefore,it is necessary for us to vigorously develop the rural industry of making farmers rich to continuously and steadily increase the wage income of peasants,improve the production capacity and enthusiasm of key agricultural products to increase farmers agricultural operation income,deepen the reform of rural homestead system to promote the growth of farmers net property income,and focus on improving farmers social security level to increase farmers net income from public transfers.
