摘  要:当前技术创新效率不确定性评价方法多采用数据包络分析方法,此方法易受到子阶段效率值波动性的影响,使得最终评价误差较大。为此,作者提出了基于智能遗传算法的工程项目技术创新效率不确定性评价模型。根据工程项目技术创新活动的运行过程,选取表征技术创新投入与产出的显性和隐性评价指标,从而设计评价指标体系;以此为依据,采用智能遗传算法计算技术研发阶段与创新成果阶段之间的转换参数,以均方根误差最小为适应度函数,用此消除子阶段效率值波动性的影响,并求取最优效率值;参照创新投入与产出平衡理论,以固定规模报酬不变的条件为准则,构建评价模型,通过计算综合技术效率来评估项目技术评估创新成果。以某企业工程项目为研究案例,对所提方法的评价性能进行验证,实验结果表明,所提方法具有更低的评价误差,能够较为准确地评价工程项目技术创新效率的变化情况。At present,the uncertainty evaluation method of technological innovation efficiency mostly adopts the data envelopment analysis method,which is easily affected by the fluctuation of efficiency value in sub-stages,making the final evaluation error larger.Therefore,the uncertainty evaluation model of engineering project technological innovation efficiency based on intelligent genetic algorithm is proposed.According to the operation process of technological innovation activities of engineering projects,the explicit and implicit evaluation indicators that represent the input and output of technological innovation are selected to design the evaluation index system.Based on this,the intelligent genetic algorithmis used to calculate the conversion parameters between the technological research and development stage and the innovation achievement stage,taking the minimum root mean square error as the fitness function,so as to eliminate the impact of the fluctuation of the efficiency value in the sub-stage,and obtain the optimal efficiency value.Referring to the balance theory of innovation input and output,and taking the fixed scale return as the criterion,the evaluation model is constructed to evaluate the innovation results of project technology evaluation by calculating the comprehensive technical efficiency.Taking an enterprise engineering project as a research case,the evaluation performance of the proposed method is verified.The experimental results showthat the proposed method has lower evaluation error and can more accurately evaluate the changes in the technological innovation efficiency of engineering projects.
