摘 要:[目的/意义]网络问政是信息技术发展和执政理念创新的产物。网络问政中的政府回应能力是我国数字治理能力的体现。但如何有效回应公众关切,提高网络问政效果仍是亟需解决的问题。[方法/过程]从公共价值理论视角切入,将人民网“领导留言板”的政府回应内容作为文本分析对象,运用质性研究与量化研究相结合的方法,实证检验了政府回应中的公共价值偏好对公众满意度的影响。[结果/结论]政府回应与任务型价值、非任务型价值的一致性可直接提升公众满意度,也可以通过影响公众感知质量间接提升公众满意度。因此,政府回应既要满足任务型价值,又要满足非任务型价值。[Purpose/significance]Online political inquiry is the product of the development of information technology and the innovation of governing concept.The government’s response ability in network politics is the reflection of China’s digital governance capability.However,how to effectively respond to public concerns and improve the effectiveness of network politics is still an urgent problem to be solved.[Methodology/process]From the perspective of public value theory,this study takes the government response content of the“Leader’s Message Board”of the People’s Daily Online as the text analysis object,and uses the combination of qualitative research and quantitative research to test the influence of public value preferences in government’s response on public satisfaction.[Result/conclusion]The consistency of government responses with task-based value and non-task-based value can directly enhance public satisfaction,and can also indirectly enhance public satisfaction,and can also indirectly improve public satisfaction by affecting public perception quality.Therefore,the government responses should meet both task-based value and non-task-based value.
