党建引领基层体育社会组织治理:样态创新、关键环节与实践路径

摘　　要：党建引领基层体育社会组织治理既是党的领导下基层体育治理的重要实践,也是促进基层体育社会组织高质量发展的根本保障。运用文献资料法、逻辑分析法、实地考察法等研究方法,提出党建引领基层体育社会组织治理的样态创新主要体现在:基层体育社会组织发展有质量、治理有效能、服务有平台、惠民有温度。关键环节在于坚持政治引领、突出组织引领、实现机制引领、推进评价引领。面对党建引领基层体育社会组织治理“重建设、轻引领”的现象仍然存在,“重宣传、轻融入”的困境亟待破解,“重形式、轻实效”的问题较为突出等问题,提出实践路径:推动发展与治理互动共进,回答党建引领基层体育社会组织治理何以有效;促进“三共”与“四治”互融共嵌,回答党建引领基层体育社会组织增效何以落实;重视规划与制度互联共生,回答党建引领基层体育社会组织高质量发展何以达成。Grassroots sports social organization’s governance led by Party building,is an important practice of the Party's leadership on grassroots level as well as a fundamental guarantee for promoting high-quality development of grassroots sports social organizations.By using the methods of literature review,logical analysis and field investigation,it is proposed that the modality innovation of grassroots sports social organization’s governance led by party building is mainly reflected in the following aspects:the development is in good quality,governance has efficiency,services have platforms,and benefits to the people have warmth.The key links lie in adhering to political leading,highlighting organizational leading,realizing mechanism leading,and promoting evaluation leading.With the problems such as emphasizing on the party construction over leading,emphasizing publicity over integration,emphasizing formality over effectiveness,the paper proposes the practical paths:promoting the interaction and mutual progress of development and governance,answering how grassroots sports social organization’s governance leading by Party building effectively;promoting the mutual integration and embedding of“Three Co”with“Four governance”,answering how to implement the efficiency improvement of grassroots sports social organization’s governance led by Party building;emphasizing on the interconnection and co-existence of planning and institutions,answering how to achieve high-quality development of grassroots sports social organization’s governance led by Party building.
