澳大利亚《篮球战略计划2021-2024》的特征与启示

摘　　要：澳大利亚《篮球战略计划2021-2024》分为机遇、2020澳洲篮球的积极发展、篮球相关者关系、评估注意事项、愿景、使命、追求等17个部分,指明了澳洲篮球未来发展的方向。研究认为,澳大利亚《篮球战略计划2021-2024》的实践特征体现为7大维度:包容多样的篮球文化;法治化治理模式与“善治”化治理风格;“家校社联动”的青少年篮球培养机制;广覆盖、多层次的篮球人才培养体系;全面供给——数量与质量的统筹兼顾;数智赋能——篮球运动的创新发展;品牌营销——竞技联盟的市场化运营。依据澳大利亚《篮球战略计划2021-2024》的实践特征得出如下启示:构建人类命运共同体视域下的中国篮球文化;以法治与善治共创中国篮协的社会公信力;建立篮球的“家校社协同共育”模式;构建更加完善的篮球人才培养体系;以供给侧改革理念推动篮球供给的高质量发展;推进职业联盟的市场化运作。Basketball Australia Strategic Plan 2021-2024 indicates the future direction of Australian basketball with 17 parts,including Opportunities,2020 Positive Development of Australian Basketball,Basketball Stakeholder Relations,Assessment Considerations,Vision,Mission and Pursuit.The practical characteristics of Basketball Australia Strategic Plan 2021-2024 are reflected in seven dimensions:(1)an inclusive and diverse basketball culture;(2)law-based governance models and good governance styles;(3)a“home-school-society”youth basketball development mechanism;(4)a broad coverage,multi-level basketball talent development system;(5)comprehensive supply-integration of quantity and quality;(6)digital intelligence empowerment-innovative development of basketball;(7)brand marketing-marketed operation of professional leagues.Implications:First,to build a Chinese basketball culture in the perspective of the community with a shared future for mankind;Second,to create the social credibility of the Chinese Basketball Association with the law-based governance and good governance;Third,to establish a“home-school-society collaborative education”model for basketball;Fourth,to build a well-round basketball talent training and management system;Fifth,to promote the high-quality development of the basketball supply with the concept of supply-side reform;Sixth,to push forward the market operation of the professional league.
