摘　　要：城市居民环境诉求产生于居民环境权利意识崛起与城市环境问题挤压冲击中,表现为居民对城市环境公共服务需求和环境问题治理的各类意见、建议与要求,这本质上要求政府对此应采取有效的回应机制,以保障和提升居民环境获得感、幸福感、安全感。在城市化和工业化不断加速的进程中,城市政府对居民环境诉求的回应机制面临多重挑战,居民环境诉求与政府回应之间出现了系统性耦合障碍,诱发了消极的社会公共性问题。基于回应性治理分析框架,研究发现,居民环境诉求和政府回应的互动耦合障碍具体表现在“主体-规程-信息-工具-策略”方面,其产生过程受到宏观社会环境、中观组织条件和微观个体因素的整合性影响,而突破这一系统性耦合障碍是城市居民环境诉求的政府回应机制发挥有效性的核心所在。The environmental demands of urban residents are born from the rise of their awareness of environmental rights and the pressure of urban environmental issues,manifested as various opinions,suggestions,and requirements of residents for urban environmental public services and environmental governance.This essentially requires the government to adopt effective response mechanisms to ensure and enhance residents'sense of environmental satisfied,happy and secure.In the accelerated processof industrializing and urbanizing,the response mechanism of urban governments to residents'environmental demands faces multiple challenges,and there is a systematic coupling barrier between residents'environmental demands and government responses,which has triggered negative social public issues.Based on the responsive governance analysis framework,the study found that the interactive coupling barrier between residents'environmental demands and government responses is specifically characterized as the"subject-regulation-information-tool-strategy"barrier,which is influenced by the integration of macro social environment,meso organizational conditions,and micro individual factors.Breaking through this systemic coupling barrier is the core essence of the effectiveness of the government response mechanism for urban residents'environmental demands.
