摘  要:“非双”高校教师流动是高校人才流动推拉情境中,教师个体和用人主体在其可支配资源与理想需求之间作出的综合决策结果,教师主体合理需求最大化满足、用人主体整体功能最大化发挥、区域人才资源效益最大化释放、高教系统应然效能最大化提升等是判别其流动合理与否的重要标准。面向新一轮“双一流”建设,“非双”高校教师流动治理面临流动推拉不平衡、顺向流动不顺畅、流动效用分化大等挑战。对此,可从“破除传统思想桎梏,构建整体治理理念”“建立健全政策法规,深化宏观审慎调节”“深入挖掘内部潜力,推进‘引育留用评管’协同”“完善人才市场机制,发挥市场决定性作用”“立足区域发展优势,探索横向联合配置”等方面实施科学治理。The mobility of teachers in“Non-Double-First-Class”universities is a comprehensive decision-making result between individual teachers and employers within the push-pull context of university talent mobility,based on their disposable resources and ideal needs.The fulfillment of reasonable teacher needs,the optimization of employer functions,the enhancement of regional talent resource benefits,and the maximization of the expected efficiency of the higher education system serve as key criteria for assessing the rationality of such mobility.Facing the new round of“Double-First-Class”construction,the governance of teacher mobility in“Non-Double-First-Class”universities faces challenges such as imbalanced push-pull dynamics,unsmooth forward mobility,and significant differentiation in mobility effectiveness.In response to these challenges,scientific governance can be implemented through the following approaches:breaking the shackles of traditional thinking to build a holistic governance concept;establishing and improving policies and regulations to deepen macro prudential regulation;deeply tapping internal potential to promote the synergy of“attracting,nurturing,retaining,utilizing,evaluating,and managing”;improving the talent market mechanism to play a decisive role in the market;and leveraging regional development advantages to explore horizontal joint allocation.
