摘 要:文章从覆盖广度、参与深度、满意程度、应用能力4个维度,构建数字政府建设水平的综合评价指标体系,采用熵值法等对2017—2021年中国30个省份的数字政府建设水平进行测度与分析。研究发现:中国数字政府建设水平总体上呈现稳步上升趋势,在区域层面呈“东部—中部—西部”依次递减的态势,所考察省份中的北京、上海位于数字政府建设水平的前列;在空间分布上呈非均衡性及显著的空间依赖性,大部分省份数字政府建设处于低水平区且长期无跃迁,保持稳态;总体区域差异、区域内差异和区域间差异均具有缩小趋势,其中区域间差异是总体差异的主要来源;全国及三大地区均存在显著的σ收敛和β收敛特征。This paper constructs a comprehensive evaluation index system for the level of digital government construction from four dimensions:coverage breadth,use depth,satisfaction and application ability,and then uses entropy method to measure and analyze the level of digital government construction in 30 provinces of China from 2017 to 2021.The results are shown as the following:The level of digital government construction in China shows a steady upward trend on the whole,and a decreasing trend of“east-central-west”at the regional level.In terms of spatial distribution,the digital government construction in most provinces is at a low level and maintains a steady state for a long time without a big development.Overall regional differences,intra-regional differences and inter-regional differences all have a decreasing trend,and inter-regional differences are the main sources of overall differences.There are significant σ convergence and β convergence in the whole country and the three regions.
