摘　　要：社会治理存在正式控制、非正式控制和亚正式控制三种方式。亚正式控制既不采取类似正式控制的法律、行政手段,也不同于完全基于道德情感的非正式控制,而是根据情理法实施控制。亚正式控制的三种模式:以血缘为纽带的宗族式治理、以彰善纠恶为形式的乡约式治理和以行业为联系的行会式治理,都在运行中展现出使被治理者陷入半自愿状态的特征。在社区警务改革背景下,其所蕴含的国家力量间接介入、重视道德引导、矛盾提前化解等治理智慧,对于当下的基层社区警务工作具有极其重要的借鉴意义。There are three ways of social governance:formal control,informal control and sub-formal control.Subformal control does not adopt legal and administrative orders similar to formal control,nor is different from informal control based entirely on moral emotion,but implements control according to reasonable law.The three modes of sub-formal control,the clan governance with blood as the link,the township governance in the form of good and evil,and the guild governance with industry as the connection,all show the characteristics of making the governed fall into a semi-voluntary state in the operation.In the background of community policing reform,the governance wisdom,such as indirect intervention of state power,emphasis on moral guidance and resolution of contradictions in advance,which is of great reference significance for the current grass-roots community policing work.
