摘　　要：葡萄牙中医药法案已建立多年并逐渐完善,但我国鲜有对葡萄牙中医药法律法规细致、深入、全面和跟进的研究。葡萄牙中医药法案立法过程分为5个阶段,即萌芽期,形成期,搁置期,发展期和完善期;归纳其特点为立法时间早、立法机构层次高、立法范围广、涉及中医药门类多、医疗地位偏低;葡萄牙是欧洲中医药法案立法最早的国家,而非现代部分文献和官方主流新闻媒体报道中的匈牙利;葡萄牙政府总体上对针刺和中医类疗法持积极和肯定态度,但是支持力度有限,缺乏后续政策倾斜和财政支持。Traditional Chinese medicine(TCM)legislation in Portugal has been established for several years and has gradually improved.However,there has been limited in-depth,detailed,and comprehensive research in China on Portugal′s TCM laws and regulations.The legislative process for TCM in Portugal can be divided into five stages:the budding stage,the formation stage,the suspension stage,the development stage,and the refinement stage.The key features of Portugal′s TCM legislation are early legislation,high-level legislative institutions,broad scope of legislation,involvement of many TCM categories,and a relatively low medical status for TCM.Portugal is the earliest European country to legislate on TCM,instead of Hungary reported in some modern literature and mainstream news media.The Portuguese government generally holds a positive and affirming attitude towards acupuncture and TCM therapies,but the support is limited,lacking subsequent policy adjustments and financial backing.
