摘　　要：本文从贯彻落实国家总体安全观角度出发,对照海关口岸承担的监管职能,浅议海关口岸监管环节非传统安全领域的风险认识与实践,理清我国非传统安全发展脉络。开展非传统安全的概念及海关监管中场景及应用分析研究,分析海关面临的非传统安全领域监管要点及难点,风险与挑战。海关在口岸监管中应借鉴国外先进做法,结合我国国情,强化口岸非传统安全核心能力建设,围绕智慧海关及智慧监管,构建部门联动机制,同构共进为开展口岸海关口岸非传统安全领域的风险分析与监管提供必要的技术支持。In this paper,from the angle of carrying out the concept of national overall security,it discusses the risk cognition and practice in the non-traditional security field in the supervision link of customs ports,comparing with the supervision function of customs ports,this paper clarifies the development of non-traditional security in our country,analyzes the key points and difficulties,risks and challenges faced by the customs in the supervision of non-traditional security field,to provide necessary technical support for risk analysis and supervision in non-traditional security field of port customs.
