摘　　要：随着全球交通物流产业的快速发展,传染病疫情与国际贸易的关系变得愈发紧密,而两者之间的相互作用也逐渐成为一种新的非传统安全风险。一方面,受疫情影响,口岸、机场等国际交通枢纽的关闭以及人员的限制流动,严重干扰了国际物流的正常运转;针对医疗物资的限制出口使得本已紧缺的国际市场更加供不应求,对疫情地区出口产品的限制措施加重了企业的经济负担,另一方面,国际贸易也在抗击疫情中发挥了积极的作用。不少国家出台了疫情防控相关贸易便利化措施,为全球协同抗疫提供了物资保障。本文以世界贸易组织(World Trade Organization,WTO)发布的报告为基础,通过海关业务视角,从国际邮政、医疗物资出口、技术性贸易措施等三个方面,综合分析疫情与国际贸易的关系,为海关开展口岸疫情防控和技术性贸易措施工作提供参考。Along with the development of world transportation and logistics industry,the relationship between pan-demic and international trade has become more and more close,and their relation has also evolve into a new form of non-traditional border security risk.One the one hand,due to the impact of pandemic,airports and other interna-tional ports are temporarily closed,international traveling are restricted,those measures greatly disturbed global lo-gistic operation,bans and restrictive measures imposed on export medical product tightened the international supply chain,restricted measures targeting at products from epidemic areas created extra burden to local economy,on the other hand,international commerce also plays an active role infighting pandemic,many countries have adopted trade facilitation measures to ensure the supply of medical goods.Herein,based on the WTO report,we interpreted the relationship between pandemic and international from Customs perspective by analyzing international postal ser-vice,exportation of medical products and technical trade barrier,thus providing references for Customs to amelio-rate its work in health quarantine and trade regulating.
