摘　　要：城市拓展与成长的内在需求、现代城市风险转换与扩散的复杂特性以及政府政策创新扩散示范效应构成了城市应急救援建设的现实诉求。城市应急救援应坚持“六有”建设逻辑,在应急救援力量体系构建方面做到“有联动”“有落地”,在应急救援重点工作内容方面做到“有规划”“有应对”,在应急救援行动机制方面做到“有抓手”“有支撑”。系统来看,城市应急救援存在与社区建设、城区改造和产业升级相结合三条实现路径。基于城市应急救援所内含的在城市和突发事件上的双重特殊性,城市应急救援应坚持微观领域的宏观视域、紧急状况的常态应对、技术层面的制度思考和系统工程的点滴推进。The intrinsic demands of urban expansion and growth,the complex characteristics of modern urban risk transformation and diffusion,and the demonstration effects of government policy innovation and diffusion constitute the realistic demands for the construction of urban emergency rescue.Urban emergency rescue should adhere to six construction logics,achieving"coordination"and"implementation"in the construction of the emergency rescue force system,"planning"and"response"in the key content of emergency rescue,and"leverage"and"support"in the emergency rescue operation mechanism.Systematically,there are three pathways to realize urban emergency rescue,which are integration with community construction,urban renovation,and industrial upgrading.Based on the dual particularity of urban emergency rescue inherent in urban and emergency situations,urban emergency rescue should maintain a macro perspective in the micro field,a normal response to emergencies,systematic thinking at the technical level,and the gradual advancement of systematic engineering.
