政治动员强化与乡镇治理中的面子竞争

摘　　要：干部动员是基层治理研究的重要问题。县乡治理体系的刚性化运转导致了乡镇治理中的政治动员强化,大量工作的推动依赖于政治动员。以情感为基础的面子竞争策略具有强动员性,被广泛运用于任务的分配与落实中,并通过制造场域、制造竞争和制造曝光对镇村干部进行动员,进而形成了政治动员强化的具体实践图景。作为政治动员强化的实践形态,面子竞争策略回应了向上治理的压力、营造了政治动员的氛围以及强化了个体对利益的感知,能够产生政治动员效果,也进一步强化了基层政治动员。在基层权责失衡的结构性困境下,政治动员强化是乡镇政府被动的行动调适策略,但没有触及根本的刚性治权结构,因而面子竞争的回应性存在限度。Cadre mobilization constitutes a significant issue in grassroots governance research.The rigid operation of the county-township governance system has resulted in the intensification of political mobilization in township governance,with a large amount of work relying on it.The face competition strategy,grounded in emotions,possesses strong mobilization capabilities and is widely used in task allocation and implementation.It mobilizes township and village cadres by creating fields,fostering competition,and generating exposure,thus forming a specific practical manifestation of intensified political mobilization.As such,the face competition strategy responds to the pressure of upward governance,creates an atmosphere of political mobilization,and enhances individuals'perception of interests,producing political mobilization effects and further strengthening grassroots political mobilization.Under the structural dilemma of imbalanced power and responsibility at the grassroots level,intensifying political mobilization is a passive action adjustment strategy for township governments,but it has not addressed the underlying rigid governance structure,thus limiting the responsiveness of face competition.
