摘　　要：政策扩散、在地化调适及政策再创新是基层社会治理研究的重要议题。文章基于“三治融合”政策扩散案例研究,发现地方政府在贯彻中央决策及借鉴他地创新经验时,通常会发挥主体能动性,通过治理工具、治理方式等在地化调适策略进行政策再创新。而之所以作出这种策略选择,是中央授权下地方因地制宜执行和地方政府践行造福人民的政绩观耦合驱动的结果。在地化调适提升了他地经验与本地情境间的适应性,进而有助于提升基层治理效能,但也可能产生“伪创新”风险。因而,在地化调适需坚持以人民为中心的发展思想,嵌入地方性知识,以实现他地经验的有效转化。Policy diffusion,localization adjustment,and policy re-innovation are important topics in primary-level social gov-ernance research.The article is based on a case study of the diffusion process of the"three-governance integration"policy,and finds that local governments usually play a proactive role in implementing central policies and drawing on innovative ex-periences from other regions,and use localization adjustment strategies such as governance tools and governance methods to carry out policy re-innovation.The reason for making this strategic choice is the result of the coupling drive between the im-plementation of local policies tailored to local conditions under the authorization of the central government and the implemen-tation of the performance concept of benefiting the people by local governments.Localization adjustment can help promote adaptability between experiences from other regions and local contexts,and enhance primary-level governance efficiency,but in practice,there may also be risks of"pseudo innovation".Therefore,localization adjustment requires a practical adherence to the people-centered philosophy,embedding local knowledge,and achieving effective transformation of experiences.
