邻长制在乡村社会治理中的运行机理及治理效能——以安徽省亳州市B县为例

摘　　要：在构建乡村“一核多元”治理格局中,党组织是基层治理的领导力量。文章基于安徽省亳州市B县邻长制基层组织体系的建设和实践,探究党建引领乡村社会治理的运行机理及治理效能。党建引领乡村社会治理的运行过程包含以组织在场为前提的嵌入过程、以激发社会活力为核心的赋能过程、以多元参与为导向的共治过程;党组织嵌入、文化嵌入和制度嵌入保障组织的有效在场;组织吸纳、价值观念培育、制度保障和多重动员实现对社会主体的激活赋能;在党组织有效在场和对社会主体激活赋能的基础上,最终实现基层党组织服务功能强化、党员示范作用发挥、村民参与基层公共事务治理的党群共治目标。In the construction of"one core,multiple elements"governance pattern,the Party organization plays a leading role in primary-level governance.Based on the construction and operation process of the neighborhood chief system of Coun-ty B of Bozhou City,Anhui Province,this study explores the operating mechanism and governance efficiency of Party build-ing leading rural social governance.The process of Party building leading rural social governance includes an embedding pro-cess that takes organization presence,the empowerment process that simulates social vitality,and the co-governance process that guides multi-dimensional participation.Organizational,cultural,and institutional embedding ensures effective organiza-tional presence,while organizational absorption,cultivation of values,institutional guarantee,and mobilization mechanisms ac-tivate and empower social entities.Under effective organizational presence and activated social empowerment,the goal of Par-ty-group co-governance will finally be achieved,with the service function of primary-level Party organizations strengthened,Party members playing an exemplary role,and the community people participating in primary-level public governance.
