东江流域高质量供水优化配置方案研究

摘  要:针对粤港澳大湾区高度依赖的河道型水源存在多源复杂水质风险的现实情况,研究大湾区重要水源地——东江流域高质量供水优化配置方案十分必要。通过分析流域潜在高质量用水需求,提出以新丰江、白盆珠等水库优质水源置换下游地市部分现有河道型水源的供水方案,并在构建流域水量调节计算模型的基础上,开展库区引水和释放压咸流量等不同配置方案的分析论证。研究结果表明:东江流域现状工程体系可基本满足未来经济社会发展用水需求,但直接从新丰江、白盆珠等水库引水会造成下游特枯来水年份河道内生态流量和河道外供水破坏;减少下游压咸流量后可增加库区引水量,且从保证率角度来看对下游生态和供水影响较小,但从库区引水会导致下游河道断面流量的整体性下降,同时也会加大特枯来水时段的缺水程度。研究成果可为优化东江流域供水体系提供参考。Guangdong-Hong Kong-Macao Greater Bay Area heavily relied upon the river-type water sources,which are faced with multi-source and complex water quality risks.In this study we focus on optimal allocation of the high-quality water supply for the Dongjiang River Basin,which is the most important water source for the region.By analyzing the potential demand for high-quality water in the basin,this study proposed high-quality water supply schemes that replace some of the existing river-type water sources in downstream cities with high-quality water sources from the Xinfengjiang Reservoir and Baipenzhu Reservoir.Building upon the development of a water regulation model for the basin,we evaluated and analyzed various water allocation scenarios,including water diversion from the reservoirs and the release of flows to counteract saline intrusions.The results indicated that the current engineering system in the Dongjiang River Basin was generally capable of meeting the water demands of future economic and social development.However,direct water diversion from reservoirs such as Xinfengjiang Reservoir and Baipenzhu Reservoir could disrupt ecological flows and river-off water supply in the downstream river during exceptionally dry years.Reducing saline intrusion-repelling flows toward downstream can leave more water diversion quantity from the reservoir,and from a reliability perspective,it has relatively small impacts on downstream ecological flow and water supply.Nevertheless,water diversion from the reservoir could lead to an overall decrease in downstream river flow and intensify water shortages during particularly dry periods.The findings can offer valuable insights for optimizing the water supply system in the Dongjiang River Basin.
