摘　　要：中国天然气资源受地质条件影响,多分布于经济发展水平较低、环境保护压力大的地区,在天然气开发利用过程中涉及多元主体与多方利益诉求。如何有效激励资源地政府、各市场主体以及社会相关主体积极参与共建、有效协调多元主体多要素之间的利益渐进式共享,是推进天然气资源高效规模开发利用必须要破解的现实瓶颈。为此,从政策制度、乡村振兴战略、产业经济发展以及战略管理理论等多视角出发,系统分析了天然气资源开发利用涉及的多维度、多要素与多元主体问题,构建了天然气资源开发利用共建共享机制,并提出6大建设路径。研究结果表明:①共建共享机制是现代化天然气产业体系高质量发展的内在需求,是天然气资源规模效益开发利用的必然选择,也是推进多元主体共同富裕的有效途径;②天然气资源开发利用共建共享机制涉及资源地相关政府部门、油气企业及产业链相关企业、资源地社区与居民等,需要协同多元主体,从产业、经济、社会、生态、文化等方面来全方位构建;③天然气资源开发利用共建共享机制主要由产业优化共推机制、经济发展共促机制、绿色生态共筑机制、就业帮扶共创机制、文化意识共融机制、经济收益共享机制等6个部分组成。结论认为,构建天然气资源开发利用共建共享机制,可以有效推动天然气资源开发利用涉及的多元主体,有利于实现经济、社会、生态、文化、意识协同发展下的动态平衡。Natural gas resources in China are influenced by geological conditions and are mostly distributed in the areas with low economic development levels and high environmental protection pressures.In the process of natural gas development and utilization,multiple stakeholders and interest demands are involved.Therefore,how to effectively motivate the government,market entities and relevant social entities to actively participate in the joint construction and coordinate the gradual sharing of interests among multiple entities and elements is an urgent and practical bottleneck to promote the efficient and large-scale development and utilization of natural gas resources.From multiple perspectives such as policy system,rural revitalization strategy,industrial economic development and strategic management theory,this paper systematically analyzes the multiple dimensions,elements and entities involved in the development and utilization of natural gas resources,constructs a co-construction and sharing mechanism of natural gas resource development and utilization,and proposes six major construction paths.The following results are obtained.First,the co-construction and sharing mechanism is an inherent demand for the high-quality development of the modern natural gas industry system,an inevitable choice for the large-scale and cost-effective development and utilization of natural gas resources,and an effective way to promote the common prosperity of multiple entities.Second,this mechanism involves government departments,oil and gas enterprises,industry chain related enterprises,communities and residents in the resource location,so its construction needs the collaboration of multiple entities in terms of industry,economy,society,ecology and culture.Third,this mechanism is mainly composed of six parts:industrial optimization co-propulsion mechanism,economic development co-promotion mechanism,green ecology co-construction mechanism,employment assistance co-creation mechanism,cultural awareness integration mechanism,and economic be
