从鼓励到激励:国家创新创业政策变革的内在逻辑——基于事业单位专业技术人员的考察

摘　　要：事业单位专业技术人员是推动科技创新的关键群体和核心力量,国家在不同时期围绕其创新创业出台了系列政策。这些政策在规范意义上经历了兼职兼业、就业创业、创新创业三个演进阶段。这一演变过程集中反映了国家创新创业政策从鼓励向激励深化的内在逻辑:在激励要素方面实现创新性耦合配置,在激励向度方面拓展多元化流动限度,在激励价值方面构造稳健性的增益与耗损。未来,国家创新创业政策的优化需要从以下四个方面推进:政策逻辑从单位管理向创新创业深化,协调解决不同主体间的流动性冲突,从政策关系角度强化政策的系统性,增加多元政策路径间动态转换内容。Professional and technical personnel of public institutions are the key groups and core forces to promote scientific and technological innovation.The state has issued a series of policies around its innovation and entrepreneurship in different periods.In the normative sense,these policies have experienced three evolution stages:part-time jobs and engaging in a variety of businesses,employment and entrepreneurship,and innovation and entrepreneurship.This evolution process intensively reflects the internal logic of deepening the national innovation and entrepreneurship policy from encouragement to incentive:in terms of incentive elements,achieving innovative coupling configuration;in terms of incentive dimensions,expanding the diversified flow limits;in terms of incentive value aspects,constructing the stability of gain and loss.In the future,the optimization of national innovation and entrepreneurship policies needs to be promoted from the following four aspects:in terms of policy logic,deepening from unit management to innovation and entrepreneurship,coordinating and solving the liquidity conflicts between different subjects,strengthening the systematization of policies from the perspective of policy relations,and adding dynamic transformation content between multiple policy paths.
