银发经济发展的本质、挑战和破解之道——基于现代化产业体系建设视域

摘　　要：现代化产业体系建设是实现中国式现代化应有之题、应有之本,而由于人口老龄化加深和老年人口规模持续增大,老年人成为经济活动之主体,银发经济成为必然要求和国民经济重要构成部分。这便需要从本质上明晰:银发经济在未来现代化产业体系建设中具有重要地位,现代化产业体系建设对推进银发经济发展具有不可替代的作用;银发经济发展与现代化产业体系建设具有相互关联、互融互通与网络交织的不可分割性;银发经济高质量发展的方向、动力和途径便在于现代化产业体系建设的取向。因而,在现代化产业体系建设中应适应中国人口发展的新常态,特别关注老年人口规模巨大且占比重越来越高的基本面,从顶层规划到具体实施路径,破解银发经济面临的各种挑战,以回应老年群体多样化消费需求,以创新引领集群化建设完成涉老相关产业链整合,通过深化上下游产业融合、加大人才培养、优化银发经济市场机制,营造老龄友好的社会文化环境,为老年群体的衣食住行、产学乐旅、康养医护提供质优量足的全方位供给,促进银发经济与现代化产业体系之间的相互增强和协同发展。The construction of modern industrial system is the necessary and essential part of the realization of Chinese modernization.Due to the deepening of population aging and the continuous increase of the size of the elderly population,the elderly have become the subject of economic activities,and silver economy has become an inevitable requirement and an important part of the national economy,which requires an essential clarity:silver economy plays an important role in the construction of modern industrial system in the future,and the construction of modern industrial system plays an irreplaceable role in promoting the development of silver economy;the development of silver economy and the construction of modern industrial system have the inseparability of mutual correlation,mutual integration and interweaving of network;the direction,driving force and way of the high-quality development of silver economy lie in the orientation of the construction of modern industrial system.Accordingly,in the construction of the modern industrial system,we should adapt to the new normal of China’s population development,pay special attention to the fundamentals of the huge size and increasing proportion of the elderly population,and solve various challenges faced by the silver economy from the top-level planning to the specific way of implementation,so as to respond to the diversified consumption needs of the elderly groups.We should lead the construction of clusters through innovation to complete the integration of related industrial chains involving elderly care.We should also create an age-friendly social and cultural environment by deepening the integration of upstream and downstream industries,increasing talent training,and optimizing the market mechanism of the silver economy.We will provide high-quality,adequate and all-round supplies for the elderly group’s clothing,food,housing,transport,products and services,culture and education,entertainment,tourism,health care and rehabilitation,and promote the mutual enhancement a
