设立重点生态功能区对生态经济协调发展的影响研究--基于PSM-DID模型的实证分析

摘　　要：重点生态功能区承担着重要的生态保障与生态产品供给功能,在接受中央财政转移支付的同时也实行严格的产业准入制度,因此对于设立重点生态功能区能否有效促进生态经济协调发展是值得关注的问题。本文将重点生态功能区的设立作为一项“准自然实验”,基于2006-2022年贵州省72个县的面板数据,采用双重差分法(PSM-DID模型)评估重点生态功能区设立对贵州省72个县生态经济协调发展的影响。研究发现:重点生态功能区的设立能显著促进生态经济协调发展,机制分析结果表明重点生态功能区能通过产业结构升级效应、劳动力要素及资金要素的集聚效应促进生态经济协调发展。针对上述结论提出以下建议:①加快探索重点生态功能区生态产品价值实现路径,促进生态经济融合发展;②拓展重点生态功能区转移支付补偿方式并促进资金分配合理化。Key Ecological Function Areas(KEFAs)play a crucial role in ecological conservation and the provision of ecological products.While receiving central fiscal transfer payment,these areas also implement strict industrial access regulations.Whether the implementation of these regulations effectively promotes eco-economic coordina-ted development is worth exploring.This study treats the establishment of KEFAs as a"quasi-natural experiment",using panel data from 72 counties in Guizhou Province from 2006 to 2022.By applying the double difference method(PSM-DID model),the impact of KEFAs establishment on county-level eco-economic coordinated devel-opment is evaluated.The findings indicate that the establishment of KEFAs significantly promotes eco-economic coordination.Mechanism analysis shows that KEFAs promote eco-economic coordinated development through the effect of industrial structure upgrading,labor factor aggregation,and capital factor aggregation.Based on these conclusions,the following recommendations are proposed:First,the exploration of ecological product value reali-zation pathways in KEFAs should be accelerated to enhance the integration of ecology and economy.Second,transfer payment compensation methods in KEFAs are expanded and the rationalization of fund distribution is promoted.
