西昌市草原生态保护恢复实践及对策研究

摘　　要：草原是重要的生态系统和自然资源,改良修复是稳定生态系统功能的必要手段,以西昌市2022年中央财政林业草原生态保护恢复项目的具体实施过程为研究对象,探讨了草原生态修复的理论基础和实践经验。项目通过前期科学的调查规划设计、确定目标、严格遵守施工作业标准,科学种草、有效管护,使项目在提升草原生态系统质量、增加经济效益、社会效益、促进生物多样性保护等方面发挥了积极作用。同时总结了本次项目实施过程中存在的问题,提出了加强宣传教育提高群众保护意识,明确奖惩机制鼓励公众积极参与;政府出台优惠政策,创新投资模式以拓展资金来源;加大草原生态保护科研的投入,积极参与科研项目和吸纳人才,建立行业开源数据库,通过数据优化技术方案形成技术规范和标准;强化项目实施过程中的多环节监管,建立质量追溯体系,并以科学的调查规划设计为前提促进关键环节的标准化,制定统一、可操作性强的生态恢复成效评估体系。以期运用科学合理的修复措施和有效的管理机制为类似地区的草原生态保护恢复提供有益借鉴。Grasslands are important ecosystems and natural resources,and improvement and restoration are a necessary means to stabilize the function of the ecosystem.This time,the specific implementation process of the central financial forestry grassland ecological protection and restoration project of Xichang city in 2022 is taken as the research object to explore the theoretical basis and practical experience of grassland ecological restoration.Through the preliminary scientific investigation,planning and design,determining the target,strictly abiding by the construction standards,scientific grass planting and effective management and protection,the project has played a positive role in improving the quality of grassland ecosystem,increasing economic benefits,social benefits,and promoting biodiversity protection.The paper summarizes the problems existing in the implementation process of the project,proposes to strengthen publicity and education to improve the protection awareness of the masses,and clarifies the reward and punishment mechanism to encourage the active participation of the public.The government has introduced preferential policies,and innovated investment models to expand funding sources;it is necessary to increase investment in scientific research on grassland ecological protection,actively participate in scientific research projects and attract talents,establish the industry open-source database and form technical specifications and standards through data optimization technical scheme;the multi-link supervision in the project implementation process should be strengthened.A quality traceability system should be established and the standardization of key links on the premise of scientific investigation planning and design should be promoted.A unified and operable evaluation system for ecological recovery results will be formulated in order to use scientific and reasonable restoration measures and effective management mechanism to provide a useful reference for grassland ecological protection and restoration
