摘  要:随着机动车保有量的逐年增长,机动车维修行业已成为关系到安全、环保、出行品质的重点民生服务业。在“放管服”改革的要求下,机动车维修经营由“许可审批制”改为“备案制”,监管模式也从事前监管向事中、事后监管转型,提升行业监管能力成为机动车维修行业管理的重要课题之一。近年来,基于信息化技术的非现场监管方式,为行业监管提供了有效抓手。本文结合机动车维修行业特点,分析了非现场监管技术要求及实施路径。基于北京市机动车行业非现场监管具体案例,对比分析了非现场监管效能,并进一步提出了机动车维修行业非现场监管发展对策,为深化机动车维修行业非现场监管工作提供理论及实践支持。With the rapid growth of motor vehicles in China,the motor vehicle maintenance industry has become a key livelihood service industry related to safety,environmental protection and travel quality.In response to the reform requirements of“Fang Guan Fu”(i.e.streamline administration and delegate power,improve regulation,and upgrade services),the supervision of the motor vehicle maintenance industry has transitioned from“license”to“record”which promoted to change from proactive supervision to operational and post-operational supervision.Therefore,enhancing the ability of the supervision on motor vehicle maintenance has become an important issue.In recent years,the off-site supervision method based on information technology has provided an effective mean for the industry supervision.Based on the characteristics of the motor vehicle maintenance industry,this study analyzed the technical requirements and implementation path of the off-site supervision.Then,the comparative analysis of the off-site supervision efficiency was conducted based on a Beijing case.Furthermore,the development countermeasures of the off-site supervision on the motor vehicle maintenance industry were put forward.In general,this study provides theoretical and practical support for deepening the offsite supervision of the motor vehicle maintenance industry.
