摘  要:煤基新材料是煤炭清洁高效利用战略的重要组成部分,主要包括煤基合成新材料和煤基碳材料两大类,广泛应用于国民经济和国防军工的众多领域。山西省煤炭资源丰富,品种齐全,具备发展煤基新材料的良好基础;煤基新材料作为山西省工业经济新的增长点,有助于实现资源性经济的转型跨越发展。全面介绍了山西省煤基新材料产业现状:煤基合成新材料产业规模不大,并且大部分处于产业链前端;煤基碳材料领域有明显的竞争优势,是碳纤维及其复合材料的技术发源地。剖析了山西省煤基新材料产业在发展中存在的主要问题:关键基础原料缺少、产业链条短、产品档次偏低,产业布局比较松散、低水平重复建设问题突出、人才队伍相对薄弱、创新资源配置效率不高。深入研究了该产业高质量发展的路径:做强做优煤基合成新材料产业,包括煤制油高端油品产业链、聚酯类可降解塑料产业链、尼龙产业链和煤制烯烃产业链;创新升级发展煤基碳材料产业,包括针状焦产业链、碳纤维产业链、传统煤基碳材料产业链、新型负极材料产业链、煤层气制人造金刚石产业链。提出推动山西煤基新材料产业高质量发展的具体建议;认为,应强化顶层设计、构建政策扶持体系,深化产学研融合、以创新带动产业链发展,发挥区域协同优势、打造高端产业集群,提升资源利用效率、打造绿色制造体系,完善相关标准体系、拓展产品应用场景。Coal-based new materials are an important component of the clean and efficient utilization strategy of coal,including coal-based synthetic new materials and coal-based carbon materials,which are widely used in many fields of national economy,national defense and military industry.Shanxi Province is rich in coal resources and has a good foundation for the development of coal-based new materials.As a new growth point for Shanxi's industrial economy,coal-based new materials help to achieve the transformation and development of resource-based economy.The current development status and main problems of coal-based new materials industry in Shanxi in recent years are overall introduced.The scale of the coal-based synthetic new materials industry is not large,and most of it is located at the front end of the industry chain;the coal-based carbon materials field has obvious competitive advantages and is the birthplace of carbon fiber and its composite materials technology.The main problems in the development of Shanxi's coal-based new materials industry are analyzed,including lack of key basic raw materials,short industrial chain,low product grade,loose industrial layout,prominent low-level redundant construction problems,relatively weak talent team,and low efficiency of innovative resource allocation.The high-quality development paths for the coal-based new materials industry in Shanxi are deeply studied,and it is proposed to strengthen and optimize the coal-based synthetic new materials industry including the coal-to-oil high-end oil product industry chain,polyester biodegradable plastic industry chain,nylon industry chain,and coal-to-olefin industry chain,innovatively upgrade and develop the coal-based carbon material industry including the needle coke industry chain,carbon fiber industry chain,traditional coal-based carbon material industry chain,new negative electrode material industry chain,and coalbed methane to synthetic diamond industry chain.Specific suggestions have been put forward to promote the high-quality d
