矿山安全事前预防治理模式的理论架构与战略举措研究

摘　　要：为贯彻落实党的二十大关于推动公共安全治理模式向事前预防转型的重大决策部署,以治理理论、安全生产理论和矿山安全生产实践为基础,综合运用文献分析、三角模糊函数+决策试验评估法(DEMATEL模式)、归纳演绎和现场调研等方法,提出并阐述了矿山安全事前预防治理模式的内涵,确定了矿山安全一件事“全链条”动态闭环管控机制的关键要素,构建了矿山安全事前预防治理模式的总体理论架构,并分析阐述了架构各部分自身角色及其相互之间的逻辑关系,最后结合实际提出推进矿山安全治理模式向事前预防转型的战略举措。研究结果表明,构建并完善矿山安全“源头管控地质先行超前治灾风险分级管控隐患排查治理基础保障科技赋能应急处置事故调查”一件事“全链条”动态闭环管控机制是推动矿山安全治理模式向事前预防转型的理论精髓和核心任务。In order to implement the major decision-making deployment of the 20th National Congress of the Communist Party of China on promoting the transformation of public safety governance mode to pre-prevention,based on governance theory,safety production theory,and mining safety production practice,and through comprehensively using literature analysis,triangular fuzzy function+decision experiment evaluation method(DEMATEL model),induction and deduction,and on-site research methods,the connotation of the pre-prevention and governance mode of mining safety was proposed and expounded,the key elements of the"full chain"dynamic closed-loop control mechanism for mining safety was determined,the overall theoretical framework of the pre-prevention and governance mode of mining safety was constructed,the roles of each part of the framework and their logical relationships were analyzed and expounded,and the strategic initiatives were proposed to promote the transformation of mine safety governance mode to pre-prevention based on actual conditions.The research results indicated that building and improving the"full chain"dynamic closed-loop control mechanism for an event of mine safety,including source control,geological advance,advanced disaster prevention,risk grading control,hidden danger investigation and management,basic guarantee,technological empowerment,emergency response,and accident investigation,is the theoretical essence and core task of promoting the transformation of mine safety governance mode to pre-prevention.
