碳排放权交易能否促进企业绿色技术创新的“量质齐升”?

摘　　要：基于2011—2020年中国上市公司数据,将碳排放权交易试点政策作为准自然实验,使用双重差分估计模型,从“量”和“质”两个维度验证碳排放权交易试点政策对企业绿色技术创新的影响。研究发现:(1)碳排放权交易试点政策显著促进企业绿色技术创新的“量质齐升”,且对“量”的促进作用更明显。(2)异质性检验表明,碳排放权交易政策在国有企业、劳动密集型企业、技术密集型企业中效应更显著;在非国有企业,则对企业绿色技术创新的“量”有显著促进效应,对“质”无显著影响;在制造业、非制造业中,均能对企业绿色技术创新有显著促进效应,但在制造业对“量”的作用更明显,在非制造业对“质”的作用更明显;在资本密集型企业,政策则会起到抑制作用。(3)机制分析表明,碳排放交易政策能够通过促进企业研发投入和提高公众关注度,助力企业绿色技术创新。根据研究结论,提出提升企业绿色技术创新质量的政策建议。Based on microdata from Chinese listed companies from 2011 to 2020,this study employs double difference estimation to investigate the impact of the pilot carbon emission trading policy on firms’green technological innovation in terms of both quantity and quality.The policy is used as a quasi-natural experiment and discovered that:(1)The introduction of the carbon emission trading pilot policy significantly improves the quantity and quality of innovative green technology within enterprises.The policy’s impact on the quantity of innovation is especially noticeable.(2)The effect of carbon emissions trading policy on innovation in green technology is more significant in state-owned,labor-intensive,and technology-intensive enterprises.Conversely,according to heterogeneity testing,non-state-owned enterprises witness a substantial rise in the quantity of green technology innovation but no notable impact on its quality.The policy effective promotion of the development of green technology by enterprises operating in both manufacturing and nonmanufacturing industries.Nevertheless,its impact is more significant on the amount of manufacturing industries and the standard of nonmanufacturing sectors.Furthermore,for capital-intensive enterprises,the policy will impede progress in this area.(3)The mechanism analysis indicates that the policy of trading carbon emissions can effectively encourage R&D investment by enterprises and public concern and promote innovative green technology development.Policy implications are drawn from the findings of the study.Based on the research findings,policy recommendations are proposed to enhance the quality of green technological innovation in enterprises.
