生态新质生产力:价值意蕴、现实困境与发展路径研究

摘　　要：新质生产力是生产力的新常态,生态新质生产力是新质生产力的新形式。生态新质生产力是以科技创新为核心,以新技术、新方法、新理念为支撑,将“绿水青山”转化为“金山银山”,不断彰显生态环境的自然效益、生态效益和经济效益,实现生态资源化、资源产业化、产业生态化,促进人与自然和谐共生。生态新质生产力符合新发展理念,是中国式现代化的必然要求,与生态文明建设和美丽中国建设的目标相一致,能为高质量发展提供新动能。目前,生态环境比较优势陷阱依然存在,经济增长与环境污染、资源枯竭并存,传统生产力发展重财富积累轻环境保护与生命健康,“两山”转化通道受阻致使生态产品价值难以实现,这些问题成为制约生态新质生产力发展的关键。基于此,从转变增长方式,促进环境友好型社会建设;革新消费理念,促进资源节约型社会建设;夯实技术支撑,实现生态产品价值;发挥生态优势,培育产业发展新业态;拓宽转化渠道,促进“两山”转化成果的价值提升五个方面提出政策建议,让生态新质生产力更好地服务于高质量发展。New quality productivity is the new normal of productivity,and ecological new quality productivity is the new form of new quality productivity.Ecological new quality productivity,is based on technological innovation and supported by new technologies,methods,and concepts,and transforms“clear waters and green mountains”into“gold mountains and silver mountains”.It constantly highlights the natural,ecological,and economic benefits of the ecological environment,realizes ecological resource utilization,resource industrialization,and industrial ecology,and promotes harmonious coexistence between man and nature.Ecological new quality productivity is,in line with the new development concept,is an inevitable requirement of Chinese modernization,is consistent with the ecological civilization and the goal of building a beautiful China,and can provide new momentum for high-quality development.Currently,the trap of comparative advantage in ecological environment still exists,economic growth coexists with environmental pollution and resource depletion,traditional productive forces prioritize wealth accumulation over environmental protection and life health,and the channels for the transformation of“Two Mountains”are blocked,making it difficult to realize the value of ecological products,which have become the key factors restricting the development of ecological new quality productivity.Based on this,we should change the growth mode and promote the construction of environment-friendly society,innovate consumption concept to promote the construction of resource-saving society,innovate consumption concept to promote the construction of resource-saving society,consolidate technical support to realize the value of ecological products,and give full play to ecological advantages to cultivate new forms of industrial development.Suggestions are put forward in five aspects to broaden the transformation channels and promote the value enhancement of the transformation achievements of the“Two Mountains”,so as to better serve
