共同富裕视阈下国家重点生态功能区绿色发展路径优化探析——以中部省份Z县为例

摘　　要：中国式现代化从根本上要求人与自然和谐共生的绿色发展和实现全体人民共同富裕相辅相成、同向同行。国家重点生态功能区是推进绿色发展的重要生态屏障区域,在区域内采取的一系列限制和禁止开发措施,一方面更好地发挥了国家生态安全保障作用,另一方面也使相关区域面临生态良好与生产发展、生活富裕之间的现实矛盾。在扎实推进共同富裕的进程中,进一步深化生态文明体制机制改革,优化国家重点生态功能区的绿色发展路径,激发区域绿色经济活力及提升经济效率,是实现区域协调发展的内在要求,也是解决发展不平衡不充分矛盾推进共同富裕的现实需求。Chinese modernization fundamentally requires that the green development of harmonious coexistence between man and nature and the realization of common prosperity for all people that complement each other and develop in the same direction.The national key ecological functional zone is an important ecological barrier area to promote green development.A series of restrictions and development prohibition measures taken in the region,on the one hand,have better played a role in ensuring national ecological security,and on the other hand,relevant regions are faced with realistic contradictions between good ecology and production development and prosperity.In the process of steadily promoting common prosperity,further deepening the reform of the system and mechanism of ecological civilization,optimizing the green development path of key national ecological functional areas,stimulating the vitality of regional green economy and improving economic efficiency are the inherent requirements for achieving coordinated regional development,and are the realistic needs for solving the contradiction of unbalanced and inadequate development and promoting common prosperity as well.
