摘　　要：人类遗传资源是一种重要的战略资源,我国出台了多项法律法规对人类遗传资源加以保护,也对口岸监管的技术手段提出了更高要求。本文通过梳理国内外人类遗传资源相关法律法规的发展和演变,归纳了我国人类遗传资源管理体系和监管机制,并结合口岸相关情况,分析了口岸监管人类遗传资源所需要的监管技术,提出了人类遗传资源精准甄别技术的研究方向,为开展人类遗传资源进出境口岸监管的技术支撑工作提供参考。Human genetic resources are important and strategic.China has issued a number of laws and regulations to protect human genetic resources,but also put forward higher requirements for the technical requirements of port supervision.This paper summarizes the development and evolution of laws and regulations related to human genetic resources at home and abroad,and analyzes the resource management system and supervision mechanism of human genetic resources in China.It also investigates the technical requirements of human genetic resources at ports combined with the relevant analysis of ports,and points out directions for further research of precise screening technology for human genetic resources.This paper can provide a reference for the technical support work in the supervision of human genetic resources at entry and exit ports.
