存量规划视角下超大城市更新的机制创新研究——以上海为例

摘　　要：以存量提质为内核的城市更新正成为推进我国城市高质量发展的关键路径。在存量更新时代,城市将需要构建系统性更新框架,开始全面且持续的更新,以此阻止和消除城市的衰老或衰退,通过结构与功能的相适调节,不断地增强城市整体机能和活力。依托存量规划展开的城市更新实践探索日益广泛,但仍存在系统性不足、症结问题多等困境亟待破解,对存量规划和城市更新的制度设计、精细化规划等的深入探究及经验总结供不应求。为此,本研究聚焦存量规划视角下的超大城市更新,在梳理政策历程、研究动态和现阶段特征的基础上,系统总结城市更新的瓶颈问题及其深层原因,体现在资金来源尚待拓宽、全主体参与模式有待梳理、土地功能有待复合、管理机制亟需创新等四个方面。围绕上述四方面问题,借鉴国内外城市更新机制的创新举措,围绕资金平衡和资源整合两大重点,提出一套“市场先导,多元协同,技术保障”的、分级分类施策的、符合我国现阶段发展需要的超大城市更新机制创新全过程管理方案。Urban regeneration with the kernel of inventory and quality improvement is becoming a key path to promote the highquality development of China's cities.After the era of comprehensive inventory land use in China,cities will need to build a systematic renewal framework and start comprehensive and continuous renewal,so as to prevent and eliminate the aging or decline of the city,and continuously enhance the overall functions and vitality of the city through the appropriate adjustment of structure and function.Urban renewal practices based on stock planning are becoming more and more widespread,but there are still dilemmas such as insufficient systematization and many problems that need to be solved,and in-depth research and experience summaries on the institutional design of stock planning and urban renewal,as well as refined planning,are in short supply.Therefore,this study focuses on mega-urban renewal from the perspective of stock planning,and on the basis of combing the policy history,research dynamics and characteristics of the current stage,it systematically summarizes the btlenecks of urban renewal and its underlying causes,which are reflected in four aspects:the source of funds needs to be broadened,the mode of participation of the whole body needs to be sorted out,the function of the land needs to be compounded,and the management mechanism urgently needs to be innovated.Focusing on the above four aspects,drawing on the innovative initiatives of urban renewal mechanisms at home and abroad,and focusing on the two main points of fund balance and resource integration,we put forward a set of'market-led,multi-dimensional synergies,and technological safeguards',graded and classified policy implementation,which meets the needs of China's current stage of development of the whole process of management of the innovation of the mechanism of urban renewal in the mega-cities.
