区域经济-环境系统协调发展与低碳协同研究——以京津冀地区为例

摘　　要：基于协同理论和区域功能性定位,构建京津冀地区经济-环境系统发展水平测算体系,并运用耦合协调模型和哈肯模型评估京津冀地区经济-环境系统耦合协调度和区域低碳协同发展水平的变化趋势及影响因素。结果表明,2004-2021年间京津冀地区经济-环境系统发展水平总体好转,耦合度与协调度指标评分稳步增长,且北京发展质量显著优于其余两地;区域间以北京为主导,辐射天津、河北两地的低碳协同驱动机制初步形成,但部分地区系统间尚存在相互拮抗、互为扰动的不利因素,且随着区域整体经济-环境系统作用关系从简单到复杂的转变,地区进一步协同发展的难度也将逐步提升。应从经济-环境系统内部各项关键指标入手,结合各地发展方向定位出台针对性举措,在区域内和区域间两大层面同时发力,以进一步促进京津冀地区低碳协同发展。Based on the synergy theory and regional functional positioning,this study builds a measurement system of the economyenvironment system development in Beijing-Tianjin-Hebei region,and uses the coupling synergy model and the Haken model to assess the changing trend and influencing factors of the coupling synergy degree and the low carbon collaborative development level of the economy-environment system in Beijing-Tianjin-Hebei region.The results show that the overall development level of the economyenvironment system in Beijing-Tianjin-Hebei region improved from 2004 to 2021,the index scores of coupling degree and coordination degree increased steadily,and the development quality of Beijing was significantly better than the other two regions;The low carbon collaborative driving mechanism between regions,which is dominated by Beijing and radiates Tianjin and Hebei,has initially taken shape.However,there are always adverse factors that antagonize and disturb each other among some regional systems.With the transformation of the overall regional economy-environment system from simple to complex,the difficulty of further coordinated development will gradually increase.Therefore,we should start from the key indicators within the economy-environment system,and introduce targeted measures in combination with the development orientation of each region.By making simultaneous efforts at both the regional and inter regional levels,the low carbon coordinated development in Beijing-Tianjin-Hebei region may be further promoted.
