要素约束下圩区城乡空间发展的困境与思路——基于南京高淳西部圩区的实证

摘　　要：圩区作为我国江南地区城乡系统的特色单元,长期以来聚焦生态安全、耕地安全、生命安全等领域,在要素管控与约束上呈现生态要素众多、管控精度与力度有限、要素回报机制脆弱等特征。在空间规划改革深入推进的当下,圩区应重新审视区别于城市的独特价值与发展机遇,谋求发展的新思路与新方式。基于南京高淳西部圩区的实证研究,对圩区城乡空间发展的现实困境进行分析,并在此基础上,提出“创新圩区要素的特色化管控工具、梳理生态特色鲜明的空间基底、培育传统圩区空间发展的新动力”的空间规划应对策略,以期在满足底线约束、要素制约的背景下,谋划圩区在城乡生态网络、城乡经济网络、城乡社会网络的新位置,构建圩区独特的城镇化发展路径。As a characteristic unit of the urban-rural system in the Jiangnan region of China,the polder area has long focused on areas such as ecological security,farmland security,and life safety.In terms of factor control and constraints,it presents characteristics such as numerous ecological factors,limited precision and intensity of control,and fragile factor return mechanisms.In the current era of deepening spatial planning reform,polder areas should re-examine their unique values and development opportunities that differ from cities,and seek new ideas and ways of development under factor constraints.This article is based on an empirical study of the Gaochun West Polder Area,Nanjing,and analyzes the practical difficulties in the development of urban and rural space in the polder area.Based on this,it proposes a spatial planning response strategy of"innovating distinctive control tools for polder area elements,sorting out spatial bases with distinct ecological characteristics,and cultivating new driving forces for the development of traditional polder area space".The aim is to plan the new position of polder area in the urban-rural ecological network,urban-rural economic network,and urban-rural social network,while meeting the constraints of bottom line and elements,and construct a unique path for urbanization development in the polder area.
