摘　　要：健康城市建设及其治理是关乎人民福祉的重要命题也是涉及多部门的复杂议题,我国在区域尺度的健康城市建设仍需整体发展和探索。聚焦区域尺度的协同治理,以欧洲健康城市网络(EHCN)为蓝本,将其七个阶段(1988-2025年)总结为三大时期,是一个从平面到立体,从整体构建到重点突出健康公平的过程。EHCN通过多层级跨部门指导委员会、实质性公众参与,和三大常设会议,形成覆盖纵向-横向-时间的治理框架。EHCN作为一个开放平行的协作平台,充分允许非正式协同发生,鼓励多层级公众参与,其健康城市治理过程也是不断反馈交流和动态优化的过程。对欧洲经验的剖析将为我国建设健康城市,实现高质量城市治理,尤其是区域尺度、跨部门、多层级协同治理提供借鉴和经验。Healthy city construction and its governance are important propositions related to people's well-being and are also complex issues involving multiple departments and disciplines.my country's healthy city construction at the regional scale still needs overall development and exploration.Focusing on collaborative governance at the regional scale,taking the European Healthy Cities Network(EHCN)as a model,its seven stages(1988-2025)are summarized into three major periods.It is a process from plane to three-dimensional,from overall construction to highlighting health equity.EHCN forms a collaborative framework covering the three dimensions of vertical-horizontal-time through a multi-level cross-departmental steering committee,substantive public participation,and three permanent meetings.As an open collaborative platform,EHCN fully allows informal collaboration and encourages multi-level public participation.Its practice and promotion of healthy city governance is also a process that focuses on feedback,communication and dynamic optimization.The analysis of European experience will provide reference and experience for my country to build healthy cities and achieve high-quality urban governance,especially regional scale,cross-departmental,and multi-level collaborative governance.
