摘 要:基于2010—2022年省级面板数据,利用地方政府“自选择性”的大数据机构改革作为准自然实验,采用双重机器学习模型探究制度松绑对新质生产力的影响效应及作用机制。研究发现,大数据机构改革有效提升了新质生产力水平,其作用渠道在于通过营造以数字创新主体为引领、数字创新平台为支撑、数字创新环境为保障的良好数字创新生态,从而助力其发展。异质性检验证实,不同条件下大数据局的组建会对新质生产力产生异质性影响,在财政压力较小、政商关系较好、产业高级化程度较高地区的制度赋能效果更好。Based on the provincial panel data from 2010 to 2022,using the"self-selected"big data institutional reform of local governments as a quasi-natural experiment,this paper uses a dual machine learning model to explore the effects of institutional deregulation on new quality productive forces and the mechanism of action.It is found that the reform of big data institutions has effectively improved the level of new quality productive forces,and its channel of action is to support its development by creating a good digital innovation ecosystem led by the main body of digital innovation,supported by digital innovation platforms,and protected by the digital innovation environment,thus contributing to its development.Heterogeneity tests confirm that the formation of big data bureaus under different conditions has a heterogeneous effect on new quality productive forces,and that institutional empowerment is more effective in regions with less fiscal pressure,better government-business relations,and more advanced industrialization.
