摘　　要：In the more than 70 years since the founding of the People's Republic of China,crime governance has provided a strong support for developing various social programs.'Since the reform and opening up,crime and its governance have always been an important issue of concern to the country and all sectors of society.Therefore,how to effectively punish,control and prevent crimes,and promote the modernization of crime governance system and governance capacity has become an important theoretical and practical topic.'~1 For the first time,the Report to the 20th National Congress of the CPC systematically expounds on the Chinese path to modernization.
