多维视域下的中吉乌铁路与中亚地缘格局重塑

摘　　要：当今世界,以基础设施建设推动经济发展已成为各国共识。中吉乌铁路建设意向提出28年来,国际关系中的各类角色和行为体始终围绕这条跨国铁路的建设和未来运营展开利益竞争,甚至有大国将中吉乌铁路作为在中亚博弈的焦点,试图按照自己的意志,塑造参与和控制条件,反制中国的“一带一路”倡议。然而,当代国际关系的特点是多极化发展,而不是由单一国家控制。中亚国家均坚持多元化务实外交政策,根据新时期地缘政治新特点,以思维重组新模式,制定新发展战略,推动本国和地区的社会进步和经济发展。中吉乌铁路的联通将成为中亚地缘格局重塑的关键节点。然因中吉乌铁路所经地区地缘关系和人文环境错综复杂,目前建设和未来运营面临诸多挑战和风险,我们需要未雨绸缪,提出应策。In today’s world,infrastructure development has become a shared consensus for driving economic growth among nations.Since the proposal of the China-Kyrgyzstan-Uzbekistan railway 28 years ago,various internation al parties and entities have been engaged in competition for interests surrounding its construction and future operation.Some major powers have even positioned the China-Kyrgyzstan-Uzbekistan railway as a focal point in the geopolitical struggle in Central Asia,attempting to shape the conditions for participation and control according to their own interests,in an effort to counter China's Belt and Road Initiative.However,the current international landscape is characterized by multipolarity rather than control by a single nation.Central Asian countries adhere to a diversified and pragmatic foreign policy,formulating new development strategies and rethinking approaches in response to the emerging geopolitical characteristics of the new era.Their goal is to foster social progress and economic development for both their own countries and the broader region.The connectivity of the China-Kyrgyzstan-Uzbekistan railway will become a key node in the reshaping of the geopolitical landscape of Central Asia.However,due to the complex geo-relationships and humanistic environment of the region through which the China-Kyrgyzstan-Uzbekistan Railway passes,it faces a lot of challenges and risks in its current construction and future safe operation,so we need to prepare for the rainy days and put forward countermeasures.
