摘 要:以DW中学建筑工程为例,探究了投资决策、设计与招标阶段的造价控制措施。在投资决策阶段,重点做好可行性研究报告,精准编制投资估算等工作;在设计阶段,除了采用限额设计外,还应用了设计质量奖罚制度;在招标阶段,在严格招标审核的基础上创新性地应用了量价分离与风险分担措施。通过加强工程项目前期阶段的造价控制,将总投资金额确定为1.8亿元,单方造价为2200元/m2,保证了工程项目造价合理;在招标合同中约定了根据工程进度支付款项,分7期结清工程款,对加快工程进度、保证工程质量有积极帮助。Taking the construction project of DW Middle School as an example,this paper explores the cost control measures in the investment decision-making,design,and bidding stages.In the investment decision-making stage,the focus is on preparing feasibility study reports and precise investment estimates.In the design phase,in addition to adopting quota design,a design quality reward and punishment system was also applied.In the bidding stage,innovative measures of quantity price separation and risk sharing were applied based on strict bidding review.By strengthening the cost control in the early stage of the engineering project,the total investment amount was determined to be 180 million yuan,with a single cost of 2200 yuan/m2,ensuring the reasonable cost of the engineering project.It is stipulated in the bidding contract that payments will be made according to the progress of the project,and the project funds will be settled in 7 installments,which will actively help accelerate the progress of the project and ensure the quality of the project.
