智能化驱动下海外智库中国研究文献的采集策略研究——以公共图书馆为例

摘　　要：海外智库的中国研究文献是针对中国方方面面的研究,也是海外各国政府制定政策和决策的参考,具有重要的采集价值。公共图书馆作为文献的保存机构和知识服务机构,对此类网络文献具有采集、保存与研究的职责。首先,对国内外公共图书馆的网络文献采集现状进行概述和分析;其次,对国内采集海外智库文献的一些机构进行梳理,并分析了这些机构采集工作的内容、范围和特点;最后,从公共图书馆的角度出发,围绕海外智库的中国研究文献,分析其智能化采集策略,包括确定采集的范围主题和途径、数据源分析、网络爬虫工具的选择与应用、面临的挑战等。对海外智库中国研究文献的智能化采集,虽有一些困难和挑战,但在技术上具有一定的可操作性,对公共图书馆界的文献采集工作也有一定的借鉴意义。Overseas think tank China research literature is aimed at all aspects of China research,and is a reference for overseas governments to make policies and decisions,which has important collection value.As a document preservation institution and knowledge service institution,public library has the responsibility of collecting,preserving and researching such network documents.Firstly,this paper summarizes and analyzes the current situation of online document collection in public libraries at home and abroad;secondly,sorts out some domestic institutions that collect overseas think tank literature,analyzes its collection work from content,scope and characteristics;finally,from the perspective of public libraries,this paper focuses on overseas think tanks' Chinese research documents and analyzes their intelligent collection strategies,including determining the scope,topics and approaches of collection,data source analysis,selection and application of web crawler tools,and challenges faced.Although there are some difficulties and challenges in the intelligent collection of Chinese research documents by overseas think tanks,it has certain operability in technology and has certain reference significance for the collection of documents in the field of public libraries.
