铁路项目建设标准化管理与造价收入匹配性分析

摘　　要：推行铁路建设标准化是保障铁路建设和运营安全的有效举措,随着铁路建设标准的不断更新迭代,造价标准也在不断优化完善;因建设标准向造价标准转化需较长周期,行业造价标准颁布前铁路项目建设标准化要求与造价收入间存在差异性。本文围绕铁路建设标准化管理及造价标准现状,对项目开工标准化、四新技术、特殊条件等建设标准与造价收入存在较大差异项目进行分析,提出及时完善造价标准、合理调整造价收入等建议,提高建设标准和造价收入的匹配性,帮助铁路建设相关管理单位完善企业定额造价标准的同时,为国家铁路局制修订铁路行业定额提供一定参考。The implementation of standardization in railway construction is an effective measure to ensure the safety of railway construction and operation.With the continuous update and iteration of railway construction standards,the cost standards are also constantly optimized and improved.Due to the long cycle of transformation from construction standards to cost standards,there is a difference between the standardization requirements of railway project construction and the cost income before the promulgation of industry cost standards.This paper focuses on the current situation of standardization management and cost standards in railway construction,and analyzes the projects with large differences between construction standards and cost income,such as project start-up standardization,four new technologies,and special conditions.It is suggested that the cost standards should be perfected in time and the cost income should be reasonably adjusted to determine the project cost income,improve the matching between construction standards and cost income,and help the relevant management units of railway construction to improve the enterprise quota cost standards,while providing a certain reference for the formulation and revision of railway industry quotas by the National Railway Administration.
