海河“23·7”流域性特大洪水堤防险情抢护技术分析

摘  要:海河流域由于特殊的地理位置和重要的政治经济地位,历史上洪涝灾害严重,防洪形势严峻复杂。介绍了海河“23·7”流域性特大洪水具有多河系并发、洪水涨势猛、洪峰高、量级大的特点,列举了海河“23·7”流域性特大洪水期间发生的白沟河左堤围堰漫堤、滩里干渠右堤溃口漫溢、茁头排干堤防加固等典型险情抢护案例,详细分析了堤防常见风浪破坏、渗透破坏、塌岸、裂缝、决口等出险原因、抢护原则和处置措施,可为海河流域堤防险情抢护研究提供参考和借鉴。The Haihe River Basin,due to its unique geographical location and significant political and economic importance,has historically experienced severe flooding,leading to a complex and challenging flood control situation.This paper describes the characteristics of the“23·7”extraordinary flood in the Haihe River Basin,which include concurrent flooding from multiple river systems,rapid rise in water levels,high flood peaks,and substantial flood volumes.It also highlights typical emergency rescue cases during the“23·7”extraordinary flood,including the overtopping of the left cofferdam of the Baigou River,the breach of the right dike of the Tanli main canal,and the reinforcement of the main dike.The causes,rescue principles,and response measures for common types of damage—such as wind and wave damage,seepage,bank collapses,cracks,and breaches—are analyzed in detail,providing valuable references for future research on emergency rescue operations in the Haihe River Basin.
