摘 要:某化工厂年度检修项目中,针对变电所、配电室等重要电气设备的检修作业,采用风险评估方法对检修全过程进行系统化管理.通过层次分析法构建"人员、设备、环境、管理"4维度风险评估指标体系,对检修环节中的关键危险源进行识别与分级.建立"四级审批、三级监护、二级巡检、一级应急"的分级管控机制,制订特殊作业许可制度和应急预案体系.项目实施1 a来,风险识别准确率由82%提升至93%,危险源分级管控措施落实率达91%,检修人员违章操作次数同比下降45%,设备完好率显著提升.实践证明,基于风险评估的检修安全管理模式在提升设备可靠性和作业安全性方面取得显著成效,可为同类企业提供有益借鉴.In the annual maintenance project of a chemical plant,a risk assessment method was used to systematically manage the entire maintenance process of important electrical equipment such as substations and distribution rooms.Construct a four-dimensional risk assessment index system of“personnel,equipment,environment,and management”through the Analytic Hierarchy Process,and identify and classify key hazards in the maintenance process.Establish a hierarchical control mechanism of“four levels of approval,three levels of supervision,two levels of inspection,and one level of emergency”,and develop a special work permit system and emergency plan system.Since the implementation of the project one year ago,the accuracy of risk identification has increased from 82%to 93%,the implementation rate of hazard classification control measures has reached 91%,the number of violations by maintenance personnel has decreased by 45%year-on-year,and the equipment integrity rate has significantly improved.Practice has proven that the maintenance safety management model based on risk assessment has achieved significant results in improving equipment reliability and operational safety,providing useful reference for similar enterprises.
