论人民城市理念与全过程人民民主理念的契合点

摘　　要：2019年11月,习近平总书记在上海提出了两个重要的理念,即人民城市理念和全过程人民民主理念,用“共治与协同”架起这两个重要理念的桥梁,找到两个理念的契合点,使两个重要理念能够成为我们城市治理的理论基石。在现代城市治理的进程中,政府与国民、国家与社会在形成一种合作共事的关系基础上,共同来承担对于城市公共事务的治理责任。这既是人民城市理念的体现,也是践行和发展全过程人民民主理念的题中之义。因此,我们今天强调城市管理和城市建设,其关键之点不仅在于,甚至不主要在于政府自身如何制定政策、如何积极作为,更为重要的还在于如何提高“动员和组织”人民的本领,在于发现和利用社会资源以协同治国理政的本领,在于确立一种“政社共治、官民协同”的社会管理新体系。In November 2019,General Secretary Xi Jinping put forward two important concepts in Shanghai,namely the People's City Concept and the Whole-Process People's Democracy Concept.Using"Co-governance and Collaboration"to build a bridge between these two important concepts,to find the convergence point of the two concepts,so that the two important concepts can become the theoretical basis of our urban governance.In the process of modern urban governance,the government and the people,the state and society are forming a kind of cooperative work.On the basis of the relationship,we should jointly assume the responsibility for the governance of urban public affairs,which reflects the People's City Concept,and is inherent in practicing and developing the Whole-Process People's Democracy Concept.Today,when we emphasize urban management and construction,the key point lies not only in,or even primarily in,how the government formulates policies and takes proactive actions.More importantly,it lies in improving the ability to"mobilize and organize"the people,in discovering and utilizing social resources for collaborative governance,and in establishing a new social management system characterized by"co-governance between government and society,cooperation between officials and citizens".
