摘　　要：The Urban Mobility Readiness Index(UMRI)evaluates the performance and challenges faced by global cities in terms of advancing sustainable and innovative urban transportation systems.By analyzing 65 cities across five dimensions-social impact,infrastructure,market attractiveness,system efficiency,and innovation-the 2023 UMRI identifies the best practices in public transit,electric vehicle(EV)adoption,and active mobility from leading cities such as Helsinki,Amsterdam,and Hong Kong.To tackle the unique challenges faced by rapidly growing cities,urban areas worldwide can draw inspiration from global best practices.Key recommendations include expanding the EV infrastructure through government-backed investments,improving public transit networks with feeder systems to enhance connectivity,and promoting cycling by developing protected bike lanes and car-free zones,similar to the approach seen in cities such as Amsterdam.Additionally,cities can bolster climate resilience with advanced flood control measures and accelerate the adoption of smart mobility solutions such as automation and Mobility as a Service platforms,drawing lessons from cities such as Helsinki and Stockholm.Implementing these strategies will help cities enhance their ecosystem mobility and establish new benchmarks for sustainable urban development.城市出行就绪指数(UMRI)对全球各城市在推进可持续、创新型城市交通系统方面的表现及面临的挑战进行评估。从社会影响、基础设施、市场吸引力、系统效率、创新性这5个维度对65座城市进行分析,2023年城市出行就绪指数展现了赫尔辛基、阿姆斯特丹和香港等主要城市在公共交通、电动汽车(EV)推广以及主动出行方式方面的最佳实践案例。为应对快速发展的城市所面临的独特挑战,全球各城市地区可从全球最佳实践案例中汲取灵感。主要建议包括:通过政府支持的投资来拓展电动汽车(EV)基础设施,借助支线运输系统完善公共交通网络以增强连通性,并且效仿阿姆斯特丹等城市的做法,通过建设有防护的自行车道以及划定无机动车区域来推广自行车出行。此外,城市可采用先进的防洪措施来增强气候适应能力,并借鉴赫尔辛基和斯德哥尔摩等城市的经验,加速采用自动化技术以及“出行即服务”平台等智能出行解决方案。实施这些策略将有助于城市优化其出行生态系统,并为可持续城市发展树立新的标杆。
