摘　　要：文章梳理了矿产资源的三大属性(自然属性、社会属性和经济属性),解析矿产资源的三大要素(资源、资产、资本),研究矿业可持续发展的ESG战略(经济、社会、治理),针对矿业可持续发展的典型问题,提出有关建议:①创新管理体制机制,开展矿产资源、资产、资本综合治理;②遵循地球科学系统理论和地质规律,构建矿业领域ESG评价指标体系;③改革“自上而下”矿业权管理体制,重构“生产企业部类、管理部类、公众部类”的“一体化”矿业权管理体系。The paper studies the three attributes of mineral resources(Natural attribute,social attribute,and economic attribute),their three elements(resources,assets and capital),and the environment,social and governance strategy(ESG)of sustainable development of mines.Aiming at the typical problems of sustainable development of mines,the advices are put forwarded:①carry out integrated governance of mineral resources,assets,and capital by innovating systems and mechanisms;②construct ESG evaluation system of mines complying with earth science theory and geological laws;③reconfigurate the integrated management systems of mine rights including the producing enterprises,managing services,and public agencies.
