摘 要:基于中国企业-员工匹配调查数据(CEES),验证了企业工会在协调劳动关系方面仍发挥着积极的效能。进一步地,应用成本-收益分析框架,探究了影响企业内设立工会的可能因素,并基于CEES数据进行了实证检验。研究结果发现,企业成立工会的概率与员工规模正相关,与政府工会会费征缴强度负相关。基于宏观数据的分析表明,我国企业平均规模下降,政府工会会费征缴趋于严格,均朝着使得工会数量下降的方向变化。基于此,提出了加强企业工会建设的4个主要政策建议,即加强中小微企业工会组织建设;加快智慧工会建设;创新工会会费征缴机制,降低会费成本;加强基层党组织对工会的带动作用。Based on the Chinese Employer-Employee Survey Data(CEES),the study has verified that enterprise unions still play a positive role in coordinating labor relations.Furthermore,a cost-benefit analysis framework is applied to explore possible factors affecting the establishment of unions in enterprises through CEES data.The research finds that the probability of establishing a trade union is positively correlated with the size of employees,but negatively correlated with the intensity of collection and payment of trade union dues.Macro data shows that the average scale of enterprises in China has decreased,and the collection and payment of trade union dues has become more strict,all of which are changing in the direction of reducing the number of trade unions.Therefore,this paper puts forward four main policy suggestions to strengthen the construction of enterprise trade unions:①strengthening the construction of trade union in small,medium and micro enterprises;②accelerating the construction of smart-union platforms;③innovating the collection and payment mechanism of trade union dues and reducing the cost of dues;④strengthening the driving role of party organizations in trade unions.
